Zephyrhills Utilities Setup: Electric, Water, Internet

The WREC vs. Duke split, the City of Zephyrhills water rules, and why nobody has natural gas. Built for closing day, not the week after.

Zephyrhills sits in east Pasco County, and the utility map looks completely different from the Tampa side of the bay. Withlacoochee River Electric Cooperative is the primary electric provider here, with Duke Energy holding pockets along US-301 and the southern fringe. Water is run by the City of Zephyrhills inside the city limits, and by Pasco County Utilities for unincorporated addresses around Silverado, Quail Hollow, and the rural land off Fort King Road. There is no natural gas service in Zephyrhills. Homes that need gas run on propane tanks, with Suburban Propane and Ferrellgas as the most common providers. If you're closing on a home in downtown Zephyrhills, Silverado, Quail Hollow, or the newer subdivisions along Eiland Boulevard, this is the call sheet for setting up utilities in Zephyrhills.

Electric in Zephyrhills | WREC or Duke Energy

Most Zephyrhills addresses are on Withlacoochee River Electric Cooperative. Duke Energy Florida serves a smaller pocket along US-301, parts of central Zephyrhills near Pretty Pond Road, and a few subdivisions on the south side. The dividing line tracks old infrastructure boundaries from the 1950s, not modern subdivisions, so two houses on the same street can be on different providers. The fastest way to find out which Zephyrhills electric provider serves an address is to check the meter logo or ask the seller for the most recent bill.

WREC bills typically run 10 to 20 percent lower than Duke for the same usage on the same size home. The co-op is non-profit and returns surplus revenue to members as capital credits. If you're picking between two otherwise identical Zephyrhills homes, the one on WREC has a real long-term cost advantage.

Water and Sewer in Zephyrhills

Water depends on whether you're inside the city limits or in unincorporated Pasco County. The City of Zephyrhills runs the municipal utility for everything inside the line, and Pasco County Utilities handles addresses outside it. Same shape, different phone numbers and bills.

City of Zephyrhills Utilities

Inside Zephyrhills city limits, water, sewer, and trash come from the city's own utility department. The bill is one combined statement and runs lower than most metro Tampa Bay water bills.

Start service: Apply in person at City Hall or by phone with a signed service agreement.

For unincorporated addresses outside the city, including most of Silverado, parts of Quail Hollow, and the rural lots off Fort King Road, water and sewer come from Pasco County Utilities. Septic and well systems are still common on larger lots east of town.

If your Zephyrhills water bill looks unusually high in a new home, the most common cause is a leaky irrigation line on a separate meter. Both the city and the county will send a tech out for a leak inspection on request.

Gas in Zephyrhills | Propane only

There is no natural gas pipeline service in Zephyrhills. Peoples Gas and TECO do not run lines into east Pasco County. Homes built with gas appliances are on propane, fed from an above-ground or buried tank installed by a propane company. Suburban Propane, Ferrellgas, and AmeriGas all deliver in the Zephyrhills area. Most Zephyrhills new construction in Silverado and Quail Hollow is electric-only with the option to install a propane tank for cooking or pool heat. Verify with the seller disclosure before you assume gas is on the property.

Trash and Recycling | City of Zephyrhills or Pasco County

Inside city limits, trash and recycling pickup is handled by the City of Zephyrhills as part of the combined utility bill. Outside city limits, Pasco County contracts pickup through Waste Connections and bills annually on the property tax statement. New homeowners outside the city don't need to call to start service.

Internet Providers in Zephyrhills

Spectrum has the broadest cable footprint in town and serves most of Silverado and downtown. Frontier fiber is rolling into newer subdivisions along Eiland Boulevard in stages. T-Mobile Home Internet works well across most of Zephyrhills. The rural addresses east of town past Otis Allen Road sometimes need Starlink because cable doesn't run that far.

A few Zephyrhills notes

Zephyrhills utility companies are simpler than most of Tampa Bay because there's no natural gas to track. The trade-off is that the WREC versus Duke electric split is the single most-misunderstood thing about east Pasco. Buyers see a Duke bill on a comparable home and assume their address is also on Duke. It often isn't. The cost difference adds up over a 20-year ownership period, especially in a 3,000 square foot home with a pool pump running half the year.

The city limit line matters here too. The City of Zephyrhills water bill is one combined statement that includes trash, and it runs noticeably lower than the unincorporated Pasco County water bill on the same size home. Pulling the parcel record before you call to set up utilities in Zephyrhills will save a phone call to the wrong department.

A Vreeland Real Estate agent can pull the WREC vs. Duke service area, the city limit line, and the well/septic records for any Zephyrhills address before you write an offer. That's the kind of due diligence a Vreeland Real Estate agent who actually works east Pasco does.

Common questions about Zephyrhills utilities

Is my Zephyrhills address on WREC or Duke?+
Most Zephyrhills addresses are on WREC. The Duke pocket runs along US-301 and a few central streets near Pretty Pond Road. Two houses on the same street can be on different providers. Check the meter or ask the seller for the most recent electric bill before you write an offer.
Why does Zephyrhills not have natural gas?+
Peoples Gas and TECO never built distribution lines into east Pasco County. The cost to extend pipe out from the metro Tampa system was too high relative to the population. Zephyrhills homes that need gas appliances run on propane tanks fed by Suburban Propane, Ferrellgas, or AmeriGas.
Who handles the Zephyrhills water bill?+
Inside city limits, the City of Zephyrhills handles water, sewer, and trash on one combined statement. Outside city limits, Pasco County Utilities runs water and sewer, and trash is on the property tax bill. The dividing line follows the city boundary, not the zip code.
Is Silverado on city or county utilities?+
Silverado is mostly unincorporated Pasco County, so water and sewer come from Pasco County Utilities. A handful of subdivision phases inside the city limits run on the City of Zephyrhills system. Confirm by parcel record before calling.
How long does WREC take to start service in Zephyrhills?+
Same-day or next-business-day for most addresses with an existing meter. New construction in Silverado or Quail Hollow can take longer because of meter installation timing. Call seven to ten business days ahead for new builds.
How much should I budget for utilities in Zephyrhills?+
On a 2,000 sq ft home, plan on $200 to $325 for electric in summer if you're on WREC, $250 to $400 if you're on Duke, $50 to $90 for City of Zephyrhills water and sewer, $40 to $80 for propane fills if you have gas appliances, $70 to $100 for internet. Trash is bundled in the city utility bill or on the county tax statement.
