Clearwater is one of the easier Florida cities to set up utilities in, mostly because the City of Clearwater handles three of the five categories directly: water, gas, and trash. Duke Energy Florida runs electric across Pinellas County. The interesting one is Clearwater Gas System, the city-owned natural gas utility that serves Belleair, Largo, Safety Harbor, Dunedin, parts of Tarpon Springs, and Oldsmar in addition to Clearwater itself. Electric in Clearwater | Duke Energy Florida
Duke Energy is the only electric provider in Clearwater and across all of Pinellas County. New service is set up online or by phone, with same-day or next-business-day activation in most cases.
Clearwater Beach and Sand Key sit on Duke's barrier-island feeders, which are the most outage-prone lines in the entire Tampa Bay grid. Hurricane Ian in 2022 took some addresses out for nine days. Duke has hardened parts of the Clearwater Beach distribution since then, but if you're buying a beach property factor in occasional multi-day outages and consider a generator. Mainland Clearwater outages are typically much shorter.
Water and Sewer | City of Clearwater Public Utilities
The City of Clearwater handles water and sewer for almost every address inside the city limits, including Clearwater Beach, Sand Key, and Island Estates. A few unincorporated pockets are on Pinellas County Utilities instead.
Pinellas County water rates are higher than Hillsborough or Pasco, mostly because the county imports a large share of its drinking water from Tampa Bay Water. Plan on $60 to $100 a month for a typical Clearwater single-family home, more if you have a pool or irrigation system.
Gas in Clearwater | Clearwater Gas System
Clearwater Gas System is one of the only city-owned natural gas utilities in Florida. It serves Clearwater plus a wide footprint that includes Belleair, Largo, Safety Harbor, Dunedin, Oldsmar, and parts of Tarpon Springs. Most older Clearwater neighborhoods are gas-ready. Newer construction varies. Rates at Clearwater Gas are typically lower than Peoples Gas because there's no investor-owned utility margin built in.
Trash and Recycling | City of Clearwater Solid Waste
The City of Clearwater Solid Waste Department handles residential trash, recycling, and yard waste pickup for every address inside city limits. Service is automatic with the property and billed monthly on the city utility statement, alongside water and sewer.

Clearwater Beach and Sand Key are flood zone AE or VE for almost every address. Required flood insurance on a $700k beach condo or single-family runs $3,000 to $7,000 a year. The 2022 FEMA map redraws moved some non-coastal Clearwater streets into AE for the first time, which surprised owners who had never paid flood insurance before. Pull the current flood zone for any address before you write an offer.
Clearwater Gas System is a real cost advantage compared to Tampa or Brandon. The same gas appliance package that costs $80 a month on Peoples Gas often runs $55 a month on Clearwater Gas.
